Abstract

Teaching profession reform in the Indonesian education system began with the enactment of National Law on Teachers and Lecturers. An exception to the productive vocational high school teacher competency standard in the government regulation is identified to be a problem in the vocational teacher professionalism development system. This article reviews in what way it is missing and what the effects are. Comprehensive analysis on the vocational high school teaching context indicates the importance of occupational-specific competency standard for vocational teachers. This article reviews how the missing standard affects the vocational teacher professionalism development programs in the national education system.

    Yuyun Estriyanto, S.T., M.T. is a staff member of the Study Program of Mechanical Engineering Education of the Faculty of Teacher Training and Education of Sebelas Maret University of Indonesia. Currently, he is continuing my education to obtain a doctoral degree in Technical and Vocational Education in Yogyakarta State University.

    Dr. phil. Steffen Kersten is a representation of the Professorship for Vocational Education of Technische Universitat Dresden of Germany. He is an expert on vocational education in the Germany dual system environment. He has a lot of experience in developing vocational education system in Saxony, Germany. He also familiar with Asia vocational education systems such as China, Kazakhstan, Tajikistan, Kyrgyzstan, and Uzbekistan. He is currently teaching Engineering Pedagogy and Vocational Teaching-Learning Design in Technische Universitat Dresden.
  • Pardjono Pardjono, Yogyakarta State University
    Pardjono, M.Sc., Ph.D. is a professor of Mechanical Engineering Education of Yogyakarta State University. He is currently interested in the applied cognitive science and the philosophy of vocational education. His professor inauguration speech titled the Urgency of Constructivism in Vocational Education was delivered in an open senate hearing in Yogyakarta State University. He is currently teaching in the graduate school of Yogyakarta State University and supervising many doctoral candidates.

    Dr. Herminarto Sofyan, M.Pd. is a professor of Automotive Engineering Education of Yogyakarta State University. The title of his professor inauguration speech is the Optimization of Competency Based Learning in Automotive Engineering Vocational Education. Now, he currently interested in the vocational teaching learning research especially in the vocational high school in Indonesia.
